At the bottom of the page reads "made in Hesse ♥".
The same text is on http://phoboslab.org/
I tried Googling, thinking maybe it's a known framework, but found nothing.
What is it?

Hessen/ Hesse is simply one of the federal states of Germany. So you can assume that this is simply the part of germany he is living in. And that "Made in Hesse" is used like "Made in Germany" (just a bit more specific and of course while showing his affection for this part of germany).
