I currently have an Impact game which uses divs for the interface. I'm looking to turn it into iOS and Android apps. I understand that I'll have to rewrite the interface into the game. What is currently the best option that can be used for both iOS and Android?

For both iOS and Android, I'd say CocoonJS. It has very limited DOM support, so you'd have to re-write your GUI code. Other than that, it works very well.
