Repro:
1) Open a level in Weltmeister
2) Select a layer with tiles
3) If none selected already, select a tile to lay down
4) Try to pan using ctrl-click.

This lays a tile unexpectedly.

Happens consistently in Chrome on my Macbook Pro (no right mouse button), but not in Firefox. Haven't tested other browsers.

It's the ctrl+click that's laying the tile. Just hold control instead without clicking. :)

That works. :) Usually ctrl-click emulates right clicking, so I assumed you'd have to hold it.
