Hi I am thinking about purchasing this framework but I need to know if it will work with phonegap

Yep. Impact works nicely with PhoneGap.

There are other solutions as well that may work better/faster with Impact games: iOSImpact, appMobi or CocoonJS.

AppMobi and their DirectCanvas (they do have Android version as far as I am aware)

CocoonJS as well
