I usually do my development work on a desktop at home, and a laptop when outside. Does the license for impactjs allows to me use it on any of my machine? From my understanding, the license is per-developer, not per-machine, but I'm just asking to be sure.

Yes, you can use your Impact license on as many machines as you like. As you said, the license is granted per developer; the number of machines is irrelevant.
