I've been asked to write a game for someone and of course I want to use impact to do that. However, they want to be able to resell the game and make modifications to it as they see fit after I've done the initial work. Can I do this with the license I have for impact? Or would the client have to purchase a license for impact?

That's a good question, actually. And it's not directly covered by the license agreement. It states, however:
Your own product (...) must not allow any third party to use the Software or Modifications, or any portions thereof, for software development or application development purposes.

So it very much depends on the nature of those modifications. I'm fine with localization (translations) and changes for the game's assets (graphics and sounds). If they, however, want to add more levels or modify some of the game's "core" codebase, I'd ask them to purchase a separate license for Impact.
Think about it this way: if they get (and need) the impact sources in an un-obfuscated (i.e. un-baked) form, they should have a license for Impact.
